This update brings the tool in line with the current update.

• Removed the Coh Self Healing Action
• Change Circle of Healing buff (40%/45%/50% to healing others and self -> 50%/75%/100% to healing others)

• Adjusted medkits to give a 33% self-heal debuff. (Only the brown medkit will show up for the self-healing action.)
